56 Local Hires in 6 Months: Localisation at Scale on a Remote Open-Pit Asset

8 May 2025 ยท 4 min read

Not every hiring challenge is about volume in the traditional sense. Sometimes the brief is about reach, finding strong local candidates in markets where the talent exists but isn't sitting on LinkedIn waiting to be found.

The Brief

An established remote open-pit mining asset in Central Africa needed a structured localisation programme, 56 hires across six months, replacing expatriate roles with local talent across technical and management positions. The client's cost exposure on expatriate packages, mobilisation and rotation logistics was significant, and there was a clear commercial and reputational case for building a genuinely local workforce. The challenge was access: the strongest local candidates in these markets are rarely found through conventional channels.

What We Did

This was Micro-RPO, a right-sized, focused embedded engagement built for exactly this kind of targeted, high-volume but time-bound hiring need. We deployed a small on-the-ground team working alongside the client's existing HR function, combined with our own AI-assisted talent mapping to identify candidate pools across the region at speed.

But the real work happened beyond the obvious channels. Facebook groups, WhatsApp networks and word-of-mouth referral chains are where a meaningful share of the qualified local talent pool in this market actually lives, particularly for technical and supervisory roles where formal job platforms have limited reach. Our on-the-ground team worked these networks directly, supplementing AI-driven sourcing and direct headhunting with the kind of community-level reach that only comes from people who understand how hiring actually happens in these markets.

What It Delivered

56 local hires placed across technical and management roles within six months, against a structured localisation framework built around genuine role readiness rather than an arbitrary quota. The client achieved a significant shift in its local workforce composition, with a corresponding reduction in ongoing expatriate cost exposure, all without disrupting the continuity of a live operation.

Why It Worked

Localisation programmes at this scale fail when recruiters rely solely on digital platforms that don't reflect how candidates in these markets actually look for work. Combining AI-powered talent mapping with genuine on-the-ground community reach gave this client both speed and depth, finding people that a conventional search would never have surfaced, at a pace that matched the project timeline.
